Our services are designed to consolidate Mexico’s export capacity and facilitate its access to international markets. With 38 offices strategically located around the world, ten of which are in the United States, the Trade Commission of Mexico offices act as a promotional arm on behalf of Mexican exporters and as a liaison for foreign investors interested in pursuing opportunities in Mexico.

OUR MAIN ACTIVITIES INCLUDE

· Identifying both Mexican manufacturers and U.S. regional consumers for match-making situations. This translates into possibilities for sourcing, sub-contracting, purchasing of products, etc.

· Detecting trade and investment opportunities in the region being served to spur the process of internationalization for both Mexican and U. S. companies and by forming joint ventures, strategic alliances, licensing agreements, etc.

· Strengthening the development of potential exporters. Our Dallas office is staffed with professionals specialized in specific industries, among others: Textiles, Apparel and Giftware, Agriculture, including Fresh and Processed Foods, Electric and Electronics, Paper and Plastics, Metals and Metalworking Products and Processes, Environmental, Maquiladoras & NAFTA issues. The Dallas office services North Texas, Arkansas, Colorado, Kansas, Missouri, Oklahoma, Montana and Wyoming.

HOW TO UTILIZE THE MEXICAN TRADE COMMISSION SERVICES

In order to prioritize and make our services more efficient, we have set up two ways of channeling information:

¨ The Foreign Investment Assistance Program (known as FIAP) was established to assist companies and individuals interested in forming strategic alliances, joint ventures, mergers or to directly invest in Mexico

¨ The Trade Opportunities Program (known as TOP) was established to assist companies in importing products from Mexico or in representing Mexican companies in the U.S.

The Trade Commission of Mexico offices network with the Banco Nacional de Comercio Exterior (Foreign Trade National Bank - BANCOMEXT), headquarted in Mexico City with 41 regional offices scattered throughout Mexico’s most important trade and investment markets. Founded in 1937, the Bank is a federal financial institution in charge of extending credits, guarantees and promotional services, in support of investment opportunities in Mexico and its foreign trade.

Services provided by the bank include extending export and import credits for non-oil goods and services, providing comprehensive financing to increase the country's range of goods available for export, and establishing guarantees to protect against non-payment risks in foreign trade.

Such services are designed to meet the needs of public and private sector enterprises, marketing firms and companies involved in manufacturing and marketing value-added goods and services in general, ranging from agricultural commodities to electronic products, automobile parts and services in fields such as tourism, engineering and construction.

Most of the Bank's transactions are carried out through the existing banking infrastructure, the main sources of funding being its own capital, foreign credit and funds stemming from its operations.

BANCOMEXT also offers promotion, information, training and advisory services in the financial, commercial and legal fields, in order to facilitate business transactions and foreign investment. Such activities are undertaken in close cooperation with the agents involved in Mexico's efforts to develop foreign trade.

Mexico's modernization and liberalization process has given rise to attractive trade and investment opportunities. Trade liberalization, non-oil exports and the promotion of foreign investment are the cornerstone of the outward-oriented strategy now being followed, the result of which has been improved access to an efficient use of funds.

CREDIT

In its import and export operations, BANCOMEXT combines all available sources of funding in order to tailor them to the foreign trade community's financial needs. The Bank's credit operations focus on financing industry and other sectors that have comparative advantages, and on technically and economically feasible projects.

BUYERS' CREDIT

BANCOMEXT extends credit to Mexican sellers and to foreign buyers of Mexican goods or services. The credit extended to buyers finances importers of Mexican products through banks established abroad.

PROMOTIONAL SERVICES

The promotional services provided by the Bank are designed on the one hand to consolidate Mexico's export capacity, and on the other to facilitate access of Mexican products to international markets and ensure their availability.

These activities are carried out at the Bank's headquarters in Mexico City and at the Trade Commission offices abroad.The Trade Commission offices are equipped with a comprehensive communications network including fax, electronic mail, CompuServe & Internet and computing systems and facilities.In strengthening trade relationships between countries, BANCOMEXT’s offices abroad work in close cooperation with banks and other foreign trade agencies and provide information on available financial and promotional instruments. Similarly, acting in conjunction with the Secretariat of Trade and Industrial Promotion, the Bank supports investment projects by providing information both on legal aspects and specific investment opportunities in Mexico.

COMPREHENSIVE INFORMATION SYSTEM

Full information on markets and conditions prevailing therein - i.e. prices, quality and volume, among others - is provided by the Bank through the Foreign Trade Services Center located in Mexico City, and by account executives specializing in different production sectors and markets.

DETECTION OF EXPORTABLE SUPPLY AND PROMOTION OF TRADE OPPORTUNITIES

BANCOMEXT continuously assesses the range of exportable goods by identifying companies that are entering the export field for the first time and those with the potential to efficiently meet foreign demands.

IN-BOND PLANTS AND SUBCONTRACTING

The Bank detects and promotes investment opportunities in the field of in-bond industry and subcontracting through the Trade Commission offices.

BIDDING

BANCOMEXT's information systems receive data on international bids for infrastructure projects and the construction of industrial plants and oil-drilling platforms in various countries, and relay such information to companies, chambers of commerce and trade associations.

ADVISORY SERVICES

BANCOMEXT provides advisory services on technical, commercial, financial and legal matters in order to adapt Mexican products to international demand requirements. The Bank's Trade Commission offices provide the above services to foreign firms and individuals interested either in engaging in trade with Mexican companies or in making productive investments.

TRAINING

Specialized courses are available for companies, chambers of commerce, trade associations, and full-service banking institutions at the Technical Training Institute for Foreign Trade Development (Instituto de Formación Técnica para el Desarrollo del Comercio Exterior). These courses are organized both within Mexico and abroad, such as seminars and lectures. Topics of special interest include "How to Export from Mexico", "Foreign Investment in Mexico", and "Setting Up In-Bond Industries in Mexico".

PUBLICATIONS

BANCOMEXT prints several publications for the import and export communities. These are distributed among companies already engaging in foreign trade or those interested in entering international markets.

FINANCIAL AGENT

The Bank plays an important role as the Federal Government's financial agent in foreign markets. Consequently, it enters into funding contracts on behalf of the government, and takes part in negotiations between public and private sector agencies.The Bank has opened lines of credit with leading international financial institutions, commercial banks, governmental import-export agencies in industrialized countries, and international banking institutions such as the World Bank. In the near future the Bank also plans to provide services developed by financial specialists in order to attract funds to promote and develop trade operations.These complimentary services will help you establish contact with Mexican companies and government offices involved in the kind of operation of your interest.
